Relief effects of some service industries in Zhejiang are among the top in China

This summer, there is a blowout in summer consumption, and the queue in front of restaurants reappears. The latest July data shows that the province’s total retail sales of consumer goods maintained a recovery trend, with a year-on-year increase of 9.2%. Among them, the retail sales of goods increased by 10.0%, the catering revenue increased by 3.1%, and the growth rate was 2.3% higher than that of the previous month.

What stimulates the recovery of the service industry is a dose of “effective medicine” in policy. Since the beginning of this year, in order to effectively cope with the unexpected impact on the service industry, our province has introduced 53 relief measures for the service industry, and has successively increased the scope and intensity of policy support several times. Among them, the implementation of key indicators such as rent reduction and exemption for state-owned houses, tax reduction and fee reduction, subsidies for epidemic prevention expenditures, corporate bond issuance, financing guarantees, and refund of travel deposits are among the top in the country.

To promote the service industry to “revitalize”, the rescue strategy must be “motivated” and even more “smart”. We must not only implement inclusive policies such as reduction and exemption of value-added tax, state-owned housing rent, and tax refund, to benefit more market players; but also implement support measures for industries such as catering, retail, tourism, civil aviation, highways, waterways and railways, and support companies in key areas with conditions to issue corporate credit bonds, so as to enrich financing channels and relieve capital pressure.

According to statistics, from January to July, the province has reduced taxes, fees and rents for the service industry by a total of 27.97 billion yuan, benefiting 1.275 million service industry enterprises, effectively reducing the production and operation burden of enterprises; The year-on-year growth rates of credit balance in wholesale and retail, accommodation and catering, and transportation industries reached 17.9%, 9.9%, and 11.5% respectively. In addition, in order to promote consumption and stimulate domestic demand, 11 districted cities have issued a total of 4 billion yuan of consumer coupons this year, driving consumption of more than 40 billion yuan.

After several rounds of policy increase, the positive effects of supportive measures are gradually superimposed, and the market is expected to show signs of repair and stabilization. From January to June, the tourism prosperity index of our province was 74.9, a month-on-month increase of 11.4%, of which the entrepreneur confidence index was 105.7, returning to positive the first time this year; In June, the business activity index returned to the expansion range, and continued to remain in the expansion range in July, showing a strong recovery trend.

Hangzhou improves the maternity insurance policy in all respects

Yesterday morning, Hangzhou Medical Security Bureau made an introduction of the maternity insurance policy that has been improved in all respects and has been implemented since July 1.

Firstly, flexible employment personnel are included in the coverage of Hangzhou Maternity Insurance for the first time. Flexible employment personnel who have meet the conditions for applying maternity allowance will receive an allowance calculated based on the following formula: Hangzhou’s monthly payment base for flexible employment personnel in the year prior to the birth of the child ÷ 30 x the number of days of statutory maternity leave enjoyed by the female employee who have given the birth.

Secondly, the waiting time for enjoying maternity insurance benefits is cut short. The policy clarifies that the starting time for enjoying the maternity insurance benefits is the same as that for enjoying the employee medical insurance.

Thirdly, three additional diagnosis and treatment items, namely, labor analgesia, ultrasound screening of fetal structure in early pregnancy and systematic CDU of fetus, are within the coverage of Hangzhou Medical Insurance.

Fourthly, the medical expenses of the insured female employees giving birth to a third child are within the coverage of maternity insurance, and the maternity medical expenses and maternity allowances shall be paid in lump sum and in time according to regulations.

Fifthly, the time for applying for the maternity allowance has been optimized. According to the policy, the time for applying the maternity allowance (including family planning allowance) is from the date of the birth of the child to the end of the following year. The allowance will be paid in lump sum or be paid in advance, with the balance to be paid later (or to be refunded in case of over-payment).

Vegetarian mooncakes have started gaining popularity among locals in Hangzhou as the Mid-Autumn Festival, which falls on Sept 10 this year, approaches.

The origins of vegetarian mooncakes can be traced back 1,000 years ago.

In the early Northern Song Dynasty (960 – 1127), Yongming Yanshou, who was the most famous monk in Hangzhou, persuaded Qian Hongchu, the king of the State of Wuyue (907-978), to become a vassal of the Northern Song.

But Qian responded by saying that “Wuyue was as affluent as flowing oil, while the Northern Song was as poor as running water”, and that oil and water should never be mixed.

Many firms have said that the growth can be partly attributed to a slew of measures taken by the government of Hangzhou.

During the COVID-19 outbreak earlier this year, Hangzhou launched a policy to provide rent exemptions for some small and medium-sized firms in the service sector to help them tide through the difficult period.

In addition to supporting policies, Hangzhou firms in the service sector have also launched distinctive products to attract customers.

The 19th Asian Games, which is expected to be held in Hangzhou, capital of East China’s Zhejiang province from Sept 23 to Oct 8, 2023, recently unveiled its first “zero carbon” licensed products.

The dolls, in the shape of the Games’ mascots Congcong, Lianlian, and Chenchen, have passed the evaluation of professional institutions and gained digital zero-carbon recognition.

Zero-carbon products are those that offset carbon dioxide emissions generated by production through purchasing low-carbon raw materials, transforming workshops for energy saving, and purchasing carbon emissions indicators so as to achieve “zero carbon emissions”.

Relying on professional life cycle assessment measures, the carbon emissions of a single Congcong doll were previously estimated to be 1.59 kilograms, mainly coming from its raw materials and the packaging process, accounting for 55.99 percent and 42.19 percent, respectively.

The carbon emissions of each Congcong can be reduced by 0.15 kg via the factory using photovoltaic power and the workshops realizing energy saving transformation. Coupled with the purchase of internationally-recognized emissions reduction of 1.44 kg, the plush toy will produce no carbon emissions.

In addition to the mascot dolls, the Hangzhou Asian Games also updated a dazzling variety of 40 kinds of new products in August, including furniture, toys, clothing, bags, crafts, badges, food, sporting goods, and electronic products.
